Data Definitions

Legally Authorized Capacity: Refers to slots in licensed child care centers and family child care homes and license-exempt center-based programs. (largely in public school and municipal settings).

Actual Capacity: The sum of Reported Openings and Reported Enrollment

% Legally Authorized Capacity: Actual Capacity divided by Legally Authorized Capacity

Enrollment: A space currently utilized with a child enrolled.

Infant Toddler: Full-time enrollment as reported by the program.
Preschool: Full-time enrollment as reported by the program.
Nursery School: Number of partial day enrollments spanning multiple sessions.
School Age: Number of partial day enrollments spanning multiple sessions.

Openings: Child care slot(s) available for enrollment for a child/ren of the corresponding age(s). Openings are self-reported by program either by age group or at the facility level, if by facility level, openings are divided by all ages served

Openings %: Reported Openings divided by the Actual Capacity for that age group.

Infant/Toddler: 0 to 35 Months in Center Based Programs, Infant = 0-17 Months in Family Child Care Programs
Preschool: 3 Yrs to 5 Yrs in Center Based Programs, 18 Months to 5 yrs in Family Child Care Programs
School Age: 5 Yrs to 12 Yrs in Center Based Programs and in Family Child Care Programs
Nursery School: Part Day Enrichment Program for 3 Yrs to 5 Yrs

Data Collection

Enrollment and Openings were collected September 1, 2023 – January 2024
Data includes actual reported enrollment, projected enrollment and openings for programs that did not respond to the survey.

Infant Toddler Capacity includes OEC licensed “under 3 yrs.” capacity for Center Based and license exempt capacity as reported by programs for this age group.

Preschool Capacity is projected at 56% of total program capacity based on historical surveys conducted by 211 CC. It includes OEC licensed Center Based, Licensed Family Child Care and license exempt Center Based

Nursery School Capacity includes OEC licensed capacity for Center Based programs and license exempt capacity as reported by programs for this age group.

School Age Capacity is projected at 44% of total capacity based on historical surveys conducted by 211 CC. It includes OEC licensed Center Based, Licensed Family Child Care, and license exempt Center Based.

211 Child Care used the following methodology to project enrollment and opening data from programs that were not reported.

Projected enrollment was calculated from reported enrollment based on care type, age group and setting size.

Projected openings were calculated from reported openings based on care type, age group, and setting size.
